What has changed recently and why it affects which form you actually need
Faceless services are now live in most states. A large set of DL-related updates – renewal, duplicate DL, address change, name/date-of-birth correction, biometric update – can be completed through Aadhaar authentication on the Sarathi portal without visiting the RTO counter, provided your Aadhaar-linked mobile number is current and your name matches exactly across both records. A mismatch as small as a missing middle initial will silently block the faceless route and push you back to a physical visit.
Mobile-Aadhaar linking is now a prerequisite, not a convenience. Without your mobile number linked to Aadhaar through UIDAI, you cannot generate the OTP that faceless services rely on, and the form submission will keep failing at the authentication step even though the form itself is filled correctly.
Automated Testing Stations are replacing manual fitness checks for older commercial and private vehicles, which changes the supporting documents you attach alongside Form 25 or Form 20 when renewing registration on an ageing vehicle.
One Nation One License lets you apply for a driving licence at any RTO regardless of your home jurisdiction, but if you skip Aadhaar authentication you will still need valid address proof for that specific RTO’s jurisdiction.

I submitted Form 29 and Form 30 two months ago but the RC still shows the seller’s name. What went wrong?
This usually happens when the buyer’s copy was accepted at the counter but the seller never completed their half of the joint application online, or the seller’s Aadhaar-linked mobile is no longer active so the confirmation OTP never reached them. Log in to the Vahan citizen portal and check the “Application Status” for the transfer – if it shows “pending at seller,” you need the seller to log in and confirm, not resubmit the form. If the seller is unreachable, the RTO can process it as a one-sided transfer only with a police-verified affidavit, which is a separate process from simply refiling Form 30.
The bank has closed or merged and I cannot get a signature for Form 35 to remove hypothecation. What do I do?
When the original financier has merged (a common situation with several private banks and NBFCs in the last few years), the loan and its records transfer to the successor entity by law, so you write to the successor bank’s nodal loan-closure department, not the old branch. Ask specifically for a “Hypothecation Termination Letter” referencing your old loan account number – this is what the RTO accepts alongside Form 35 in place of a signature from an entity that no longer legally exists under that name.
My Aadhaar name has my middle name but my old DL does not. The faceless renewal keeps failing.
The faceless system does an exact-string match between your Aadhaar name and your existing DL record, and even a missing middle name triggers a mismatch that silently fails the OTP verification step without a clear error message. Rather than repeatedly retrying, either correct your Aadhaar name to match your DL exactly through UIDAI, or select the non-Aadhaar route on Sarathi, which requires a physical RTO visit with your original ID proof for manual verification instead.
I am a person with a locomotor disability. My local RTO does not stock a form for the GST concession, what is my alternative?
The concessional GST route for vehicles adapted for persons with disabilities is processed through a certificate from the state Social Welfare or Empowerment of Persons with Disabilities department, not a standard numbered RTO form – many RTO clerks are unfamiliar with this and will tell you no such form exists. Request the disability certificate and the vehicle adaptation certificate from your district’s designated authority first; the RTO then accepts these alongside your regular Form 20 registration application.
The RTO rejected my Form 20 because of a one-digit typo in the engine number. Do I have to restart the entire registration?
No – you do not need to refile from zero. Request a “correction slip” at the same RTO counter referencing your original application number; most RTOs will amend the specific field against your original chassis/engine inspection report rather than treating it as a fresh application, provided the vehicle has not yet been physically inspected under the wrong number. If the inspection has already happened, you will need a fresh Form 38 inspection to match the corrected number.
I filled the learner’s licence form twice because the Sarathi portal timed out, and now I have two application numbers. Which one is valid?
Portal timeouts during payment are common, and the safer application is whichever one shows a successful payment confirmation and receipt in your “Application Status” section – the other typically stays stuck in a “payment pending” state and expires on its own after a set number of days without needing manual cancellation. Do not pay twice hoping to fix it; instead check both application numbers under “LL Status” and proceed only with the one carrying a confirmed transaction ID.
I changed my address on Aadhaar but my RC and DL still show the old one. Can I use faceless services with the new address?
Aadhaar address updates do not automatically sync with your RC or DL records – you still need to separately file Form 33 (or the DL address change form) with your new address proof attached, since RTO records and UIDAI records are maintained on different databases. Until this update is filed and accepted, any faceless service that cross-checks your Aadhaar address against RTO records may flag a mismatch and route you to manual verification.
I applied for an NOC using Form 28 to move my vehicle to another state, but I heard BH-series plates don’t need this. Is that true?
Yes, if your vehicle carries a Bharat (BH) series registration, it is designed precisely to avoid the NOC and re-registration process during an inter-state move, since BH-series vehicles are already registered under a nationally portable format. If you already filed Form 28 for a BH-series vehicle, you can withdraw the pending NOC application at your RTO, since BH-series owners only need to pay applicable road tax at their new state of residence rather than transfer the registration itself.
My Form 1A medical certificate expired between the date I got it signed and the date the RTO processed my application. Will it be rejected?
Most RTOs accept the certificate as valid based on the date the doctor signed it, not the date the RTO processes your file, since processing delays are outside the applicant’s control – but this is applied inconsistently across RTOs and some do reject certificates older than a defined window at the time of counter submission. To avoid a rejected file, get the Form 1A signed as close as possible to your actual submission date rather than weeks in advance.
The person I bought a used bike from has passed away and their legal heirs are not on speaking terms. How do I get the RC transferred?
Transfer of ownership after the registered owner’s death cannot proceed through the standard Form 29/30 route since the deceased cannot sign, so it instead requires Form 31 supported by a succession certificate, legal heir certificate, or a no-objection affidavit from all surviving legal heirs. If the heirs are in dispute, the RTO will not process the transfer until either a court-issued succession certificate is produced or all heirs jointly sign a notarised NOC in favour of the transfer.
I have unpaid challans against my vehicle that I did not know about, and now my RC transfer application is stuck. What now?
Ownership transfers and several other RC services are increasingly checked against the eChallan database before approval, and pending challans – even old ones you never received a notice for – will hold up the transfer until cleared. Check your vehicle number directly on the eChallan portal rather than relying on physical notices, since digital challans issued through cameras often do not reach the registered address, and clear them before resubmitting Form 30.
Can I fill and submit these RTO forms from a browser on my phone, or does it have to be a laptop?
Technically the Parivahan and Sarathi portals work on mobile browsers, but the document upload step – which requires the photo and signature to be a very specific file size range and aspect ratio – fails far more often on mobile because phone cameras produce oversized files. If your upload keeps failing on the phone, resize the image on a photo-editing app to the required range before re-attempting, or switch to a laptop for that step alone.
My DL renewal shows “Grace Period Expired” – does that mean I have to reapply as a completely fresh applicant?
Not automatically. Most states allow renewal beyond the grace period with an additional late fee and, in some cases, a fresh Form 1A medical certificate, without requiring you to sit for the driving test again – but a small number of states treat a licence expired for several years as lapsed and require a fresh learner’s licence process. Check your specific state transport department’s renewal window before assuming you need to start over, since this varies state to state and is a frequent source of confusion.
I run a small business and want to register a vehicle under my firm’s name rather than my personal name. Which form changes?
The form itself, Form 20, stays the same, but the supporting documents change significantly – you attach your firm’s PAN, GST registration, and a board resolution or partnership authorisation naming the individual authorised to sign on the firm’s behalf, in place of individual address proof. RTOs frequently reject firm registrations simply because the authorisation letter was missing, not because of an error on Form 20 itself.
I moved cities and my new RTO is refusing to accept my old Form 33 address change application. Why?
Form 33 for an address change must be filed at the RTO where the vehicle is currently registered, not the RTO of your new address, since the update happens against the existing registering authority’s record. If you have also permanently relocated to another state, you need Form 28 for the NOC and re-registration process at the new RTO instead of a simple address change, which is a different workflow entirely from an in-state address update.
