How Fancy Numbers Are Categorized

Fancy Number and Hypothecation

Fancy Number Fee Structure

Fancy number fees in India are set individually by each state transport department under their respective State Motor Vehicle Rules, with the Central Motor Vehicles Rules providing the enabling framework. E-Auction Deposit and Refund

For numbers put to e-auction, most state transport departments collect a deposit – typically 25% to 50% of the reserve price – at the time of bidding. If you do not win the auction, this deposit is refunded to your bank account. If you win the auction, the deposit is adjusted against the final amount payable, with the balance to be paid within the timeline notified by the transport department. Failure to pay the balance within the prescribed time after winning can result in forfeiture of the deposit and the number being reoffered to the next highest bidder.

Rules and Eligibility

Applicability to Vehicle Types

Series Availability

Each RTO allocates registration numbers within a series – for example, DL 01 CA, DL 01 CB, and so on – and a fancy number can only be booked within the series currently open for the relevant vehicle type at that RTO. A number that has already been allocated in a past series is not available again in that form; availability must be checked against the current active series on the portal.

Booking Window

Most state transport departments require the fancy number to be booked within a specified number of days from the date of temporary registration of the vehicle – commonly within 30 to 45 days. If this window is missed and the vehicle has already been assigned a number from the regular sequence, the option to book a fancy number at the time of original registration is typically closed, and the post-registration change route must be used instead.

Post-Registration Number Change

Where a vehicle already has a computer-allocated number and the owner wishes to change it to a fancy number, the procedure involves applying for a change of registration number at the original issuing RTO, paying the prescribed fancy number fee along with the change fee, surrendering the existing RC, and obtaining a fresh RC with the new number. Number plates will also need to be changed to reflect the new registration number, and they must be from an authorized High Security Registration Plate (HSRP) vendor.

HSRP Plate Requirement

Under the Ministry of Road Transport and Highways mandate, all vehicles registered after a certain date are required to carry High Security Registration Plates (HSRPs). A fancy number must be embossed on an HSRP from an authorized vendor linked to your RTO – privately made plates with the fancy number are not compliant and can attract penalties during enforcement checks.

One Number Per Registration

Each vehicle can hold only one registration number at any time. Booking a fancy number cancels the computer-allocated number in the sequence for that vehicle. If the fancy number booking is cancelled or lapses, the RTO may reassign a fresh number from the regular sequence rather than reverting to the previously assigned one.

Transfer of Fancy Number

A fancy registration number, once assigned to a vehicle, does not transfer separately from the vehicle. When the vehicle is sold, the registration number transfers with it as part of the RC transfer process. The new owner cannot separate the fancy number and retain it independently of the vehicle.
