The High Security Registration Plate (HSRP) is a standardised, tamper-proof vehicle number plate introduced by the Ministry of Road Transport and Highways under Rule 50 of the Central Motor Vehicles Rules, 1989, read with the notification G.S.R. 221(E) dated 22nd March 2001 and subsequently strengthened through the amendment notification G.S.R. 915(E) dated 3rd October 2018. The HSRP is not merely a different material for the same old number plate – it is a nationally standardised security document attached to your vehicle that carries multiple anti-theft and anti-tampering features mandated by the central government, making it significantly harder to clone, swap, or misuse a vehicle’s registration identity.

Under the Ministry’s mandate, all motor vehicles registered in India on or after 1st April 2019 are required to have HSRPs fitted by the vehicle dealer at the time of delivery. For vehicles registered before this date – commonly referred to as old vehicles or pre-April 2019 vehicles – the Ministry directed all state governments to implement a retro-fitment programme to ensure existing vehicles also transition to HSRP. Most state transport departments have implemented this through authorised HSRP vendors linked to RTOs, with online booking portals where vehicle owners can book their HSRP appointment. Despite this, a significant number of vehicles across India – particularly in the older fleet – continue to carry non-HSRP plates, either because the owner is unaware, the booking portal was confusing, or the appointment and fitment logistics were not followed through.

The physical security features that distinguish an HSRP from a conventional number plate include: a chromium-based hologram of the Ashoka Chakra affixed on the top-left of the plate, a laser-etched permanent identification number (PIN) on the hot-stamped chromium hologram that links the plate to the specific vehicle’s registration record, an IND inscription in blue on the left side of the plate, a non-removable snap-lock bolt system that makes the plate impossible to remove without visibly destroying it, retro-reflective sheeting certified to IS 14223 Part 1 standard that makes the plate legible at night and in low-light conditions, and a font that conforms to the standard prescribed by the Bureau of Indian Standards. All these elements together mean an HSRP cannot be duplicated by a roadside number plate maker – it can only be produced by a manufacturer authorised by the Ministry of Road Transport and Highways.

In addition to the HSRP itself, the Ministry mandated through notification G.S.R. 719(E) dated 26th September 2019 the application of colour-coded fuel stickers on the windshield of all vehicles. These stickers, measuring 100mm x 65mm, are affixed on the inside of the windshield on the top-left side and indicate the fuel type of the vehicle. Light blue stickers are for petrol and CNG vehicles, orange stickers for diesel vehicles, and green stickers for electric and hybrid vehicles. The colour-coded sticker is not optional – it is part of the same mandate as the HSRP and is booked and applied as part of the same process in most states.

The practical enforcement of the HSRP mandate has accelerated significantly across states. Traffic police in Delhi, Maharashtra, Uttar Pradesh, Karnataka, Telangana, and several other states have conducted dedicated HSRP enforcement drives, issuing challans under Section 177 of the Motor Vehicles Act, 1988 for non-compliance with vehicle equipment rules. The fine for not having an HSRP is prescribed at Rs. 5,000 for the first offence and Rs. 10,000 for repeat offences under the amended penalty structure. Beyond the fine, vehicles stopped at checkpoints without HSRP are increasingly being flagged in the enforcement system, which creates a record that can affect subsequent permit renewals and RC transfers.

One area of persistent confusion among vehicle owners is the difference between booking an HSRP and simply getting any number plate made from a local shop. A roadside number plate maker can produce a plate that looks visually similar to an HSRP with the same number, but it will not have the chromium hologram, the laser-etched PIN, the IS 14223 retro-reflective sheeting, or the snap-lock bolts – none of which can be replicated outside the authorised manufacturing chain. Traffic enforcement personnel and cameras are trained and equipped to identify non-HSRP plates, and a locally made plate – even if it carries your correct registration number – does not satisfy the HSRP mandate. The booking must be made through the state’s authorised HSRP vendor portal or through an agent authorised to access that portal, and fitment must be done by the vendor’s trained technician using the snap-lock bolt system.

Another source of confusion is the relationship between the HSRP and the vehicle’s RC. The HSRP plate carries a PIN that is linked to the vehicle’s chassis number and registration number in the central Vahan database. This link is what makes the HSRP a security document – it means every physical plate in the country can be traced back to a specific vehicle. When you book an HSRP, the booking system pulls your vehicle’s details from Vahan using the registration number and chassis number, and the plate is manufactured with the PIN linked to those details. A plate manufactured without this link – which is what any non-authorised plate maker produces – exists outside the Vahan ecosystem and provides none of the security benefits the mandate was designed to achieve.

For vehicles transferred from one owner to another through the RC transfer process, the HSRP remains affixed to the vehicle and the plate’s PIN continues to be linked to the registration number – the ownership change in the RC does not require a new HSRP. However, if the RC is transferred and the vehicle still does not have an HSRP, the new owner inherits the non-compliance and must get the HSRP booked and fitted. Similarly, for vehicles that shift from one state to another and get re-registered with a new state’s number, a fresh HSRP with the new registration number needs to be booked through the new state’s authorised vendor.

HSRP for Two-Wheelers vs Four-Wheelers

The HSRP mandate applies to all classes of motor vehicles – two-wheelers, three-wheelers, four-wheelers, goods vehicles, and buses. For two-wheelers, a single HSRP plate is fitted at the rear since front plates are not mandatory for motorcycles and scooters. For four-wheelers, two HSRP plates are fitted – one at the front and one at the rear. Commercial vehicles including auto-rickshaws, taxis, and trucks follow the same requirement as their vehicle class. The colour-coded sticker applies to four-wheelers and is not applicable to two-wheelers.

HSRP Replacement After Theft or Damage

Since an HSRP uses snap-lock bolts that are designed to break on removal, a legitimately removed HSRP cannot be re-fitted. If your HSRP plate is stolen along with the plate holder, or is physically damaged in an accident, a replacement HSRP must be booked through the same authorised vendor channel. For theft cases, a police complaint (FIR or NCR) is typically required as a supporting document before the replacement booking is processed. The replacement plate is manufactured with the same PIN linked to your vehicle’s registration record, maintaining the integrity of the Vahan linkage.

What Happens if Your HSRP Booking Shows Delivered But Plate Is Not Fitted

A booking confirmation and a delivery confirmation in the portal system are not the same as the plate being physically affixed to your vehicle with snap-lock bolts by a trained technician. In several cases reported across states, the vendor’s portal shows the HSRP as “delivered” based on dispatch records, but the actual fitment appointment was either not completed or the plate was handed over to the vehicle owner loose rather than fitted with the bolt system. A loose plate that is not snap-locked to the vehicle does not comply with the HSRP mandate – the bolts and the tamper-evident fitment are part of the specification. Always ensure the fitment step is completed with the snap-lock bolts installed, and photograph the fitted plate as a record.

Penalty for Not Having HSRP

Under Section 177 of the Motor Vehicles Act, 1988, non-compliance with equipment rules – which includes the HSRP mandate – attracts a fine of Rs. 5,000 for the first offence and Rs. 10,000 for subsequent offences under the enhanced penalty structure introduced by the Motor Vehicles (Amendment) Act, 2019. Some states additionally impose penalties under their own state motor vehicle rules. The cost of getting the HSRP booked is a fraction of a single challan fine – the economics strongly favour compliance before enforcement action.

Rules and Eligibility

Rule 50 of the Central Motor Vehicles Rules, 1989

Rule 50 prescribes the requirements for registration marks on motor vehicles – including the dimensions, font, colour, material, and placement of number plates. The rule was amended to incorporate the HSRP specifications, making the High Security Registration Plate the mandated standard for all vehicles. The rule specifies the retro-reflective sheeting standard (IS 14223 Part 1), the font, the IND marking, and the Ashoka Chakra hologram as mandatory elements of a compliant plate.

MoRTH Notification G.S.R. 221(E) and Subsequent Amendments

The original HSRP notification was issued in 2001, making HSRP mandatory for all new vehicles. Subsequent amendments – particularly G.S.R. 915(E) of 2018 – extended the mandate to cover the retro-fitment of HSRPs on all vehicles registered before the original mandate, and the G.S.R. 719(E) of 2019 notification added the colour-coded fuel sticker as a mandatory requirement. These notifications together form the complete legal basis for both the HSRP and the sticker requirement.

Authorised Manufacturers and Vendors

HSRPs can only be manufactured by vendors authorised by the Ministry of Road Transport and Highways through a competitive bidding process. In most states, one or two authorised vendors operate the HSRP supply chain for the entire state, with fitment points and home delivery services linked to specific RTOs. Booking through any channel other than the state’s authorised vendor portal – or through an agent with documented access to that portal – does not produce a genuine HSRP. The Ministry publishes the list of authorised manufacturers on the Parivahan Sewa portal.

Snap-Lock Bolt Fitment Is Mandatory

An HSRP that is not fitted using the snap-lock bolt system does not comply with the mandate even if the plate itself is genuine. The snap-lock bolts are a one-time-use fastening system – once the plate is fitted, the bolts cannot be removed without visibly breaking them, which is the mechanism that prevents plate swapping. The Central Motor Vehicles Rules specify that the HSRP must be fixed to the vehicle in a manner that makes it impossible to remove without destruction, and snap-lock bolts are the only mechanism that satisfies this requirement. Ensure your fitment technician installs the bolts and does not simply hand you the plate to install yourself.

HSRP for Vehicles Transferred Between States

When a vehicle is re-registered in a new state – for example, when the owner permanently relocates – the old state’s registration number is cancelled and a new state’s registration number is assigned. This requires a new HSRP with the new registration number to be booked through the new state’s authorised vendor. The old HSRP with the previous state’s number cannot be retained on the vehicle after re-registration, since the plate’s PIN is linked to the old registration number in Vahan.

Fancy Number Plates and HSRP Compatibility

Vehicles that have a fancy or VIP registration number are not exempt from the HSRP mandate. The HSRP for a fancy number vehicle is the same product as for any other vehicle – the fancy registration number is simply the number embossed on the plate. Booking must be done through the authorised vendor portal with the fancy registration number, and the plate is manufactured accordingly. A privately embossed non-HSRP plate displaying a fancy number does not satisfy the mandate regardless of how accurate the number is.

Vehicles Exempted from HSRP

The HSRP mandate under the Central Motor Vehicles Rules applies to all motor vehicles registered in India and does not carry a blanket category exemption. Certain vehicles operating under special permits or owned by specific government entities may be governed by separate rules, but for the vast majority of private, commercial, and transport vehicles owned by individuals and companies, the HSRP is mandatory without exception.
