HSRP Number Plate in Hyderabad

A High Security Registration Plate is not a cosmetic upgrade – it is a tamper-proof, machine-readable number plate mandated under Rule 50 of the Central Motor Vehicle Rules, 1989, as amended through the Motor Vehicles (Amendment) Act, 2019. Every motor vehicle registered in India, whether brand-new from a dealership or a vehicle bought years ago when HSRP was not yet widely enforced, is required to have it. In Hyderabad and across Telangana, the Telangana State Road Transport Authority has been progressively enforcing HSRP compliance for older vehicles under a time-bound programme coordinated through the Vahan portal and authorised fitment dealers across the city.

What makes the HSRP different from an ordinary number plate is the combination of security features embedded into it: a chromium-based hologram with the Ashoka Chakra, a laser-etched permanent identification number, a non-removable snap lock that breaks on any tampering attempt, a hot-stamped IND inscription, and retroreflective sheeting certified to Indian Road Congress specifications. None of these can be replicated at a roadside plate shop. This is precisely why the Supreme Court and the Ministry of Road Transport and Highways mandated HSRP across all vehicle categories – two-wheelers, three-wheelers, four-wheelers, and commercial vehicles alike – with no exemptions for old registered vehicles.

In addition to the plate itself, a colour-coded fuel sticker – placed on the windscreen of four-wheelers and on a designated spot on two-wheelers – is issued alongside the HSRP and is part of the same mandatory requirement. The sticker encodes the vehicle’s fuel type visually: blue for petrol and CNG, orange for diesel, green for electric, and grey for others. This sticker is linked to your Registration Certificate particulars in the Vahan database and is not separately purchasable – it is issued as part of the HSRP fitment process only.

Why Hyderabad Vehicle Owners Are Prioritising HSRP Now

Hyderabad Traffic Police, operating under the Commissionerate of Police Cyberabad, Hyderabad City, and Rachakonda, have been conducting regular vehicle document verification drives across major corridors – the Outer Ring Road, Necklace Road, Gachibowli, Kukatpally, Secunderabad, LB Nagar, Uppal, and the Tolichowki-Mehdipatnam stretch, among others. Vehicles found running without a valid HSRP are fined under Section 192A of the Motor Vehicles Act for non-compliance with registration requirements, with the penalty currently applicable at Rs. 5,000 for the first offence and up to Rs. 10,000 for repeated non-compliance on the same vehicle. The vehicle can also be detained pending compliance.

Beyond enforcement, the HSRP matters significantly at the insurance claim stage. When an insurer’s surveyor physically inspects a vehicle following an accident or theft and finds that the number plate does not match the laminated HSRP specification, or is absent entirely, it gives the insurer grounds to raise questions about whether the vehicle’s identity documentation is in order – which can delay or complicate the claim. In theft cases specifically, the unique laser-etched identification number on an HSRP is used by police as a primary identifier, and vehicles without HSRP are harder to trace through automated number plate recognition systems.

Who Must Get HSRP in Hyderabad

The requirement covers every class of vehicle:

New vehicles: Any vehicle purchased from a dealership after April 1, 2019 is mandatorily fitted with HSRP and the colour-coded fuel sticker at the dealership itself before delivery. If a dealership sold you a vehicle after this date without HSRP, that is a non-compliance on the dealer’s part, not something the owner can simply leave unaddressed.

Old vehicles registered before April 1, 2019: All such vehicles are required to get HSRP retrofitted through the centralised booking portal and authorised dealer network. This applies irrespective of the vehicle’s age, condition, or whether the owner plans to sell it shortly.

Vehicles that have lost or damaged their HSRP: An HSRP that has been damaged in an accident, tampered with, or lost must be replaced through the same process as a fresh application. An ordinary plate shop cannot issue a replacement HSRP.

Vehicles with wrong or mismatched plates: A vehicle carrying a number plate that does not match its RC record or has been fabricated outside the authorised HSRP process is treated as running without a valid plate, and the owner is liable accordingly.

Hyderabad’s HSRP Booking System and How It Works

Telangana follows the centralised HSRP booking model prescribed by the Ministry of Road Transport and Highways. The booking is made through the Vahan-integrated portal for HSRP, which is the only authorised channel. When a booking is placed, the system pulls the vehicle’s registered details from the Vahan database using the registration number and chassis number, manufactures the plate at the centralised manufacturing facility to exactly those specifications, and assigns it to a specific fitment appointment at the dealer location chosen by the vehicle owner.

The plate is not collected and fitted at home – it must be fitted by a trained technician at the authorised dealer, since the snap lock mechanism that makes the plate tamper-proof requires specific tools and must be correctly engaged so that any subsequent attempt to remove the plate breaks the lock visibly. A plate that has simply been stuck on without the snap locks being engaged is not compliant with HSRP specifications, regardless of how it looks from the outside.

For four-wheelers, two separate plates are fitted – one at the front and one at the rear. The colour-coded fuel sticker is also affixed during the same appointment. Two-wheelers receive a single rear plate with the sticker placed at the designated position. The full set – plate or plates plus sticker – is what constitutes compliance.

What Goes Wrong When Owners Try to Book This Themselves

The HSRP booking system works smoothly in cases where the vehicle’s Vahan record is accurate and up to date. It breaks down, however, in a significant share of real-world cases in Hyderabad: older vehicles with chassis numbers recorded inconsistently in the Vahan database, vehicles transferred multiple times where one of the transfers was not correctly recorded, vehicles that have a hypothecation entry that was never removed after the loan was paid off, or vehicles where the owner’s name appears slightly differently across documents. Any of these discrepancies cause the booking portal to either reject the application outright or produce a plate with details that do not match the RC – which means the plate cannot be used and the process has to start again after fixing the Vahan record first.

Kagzikaam identifies these record-level issues before the booking is placed, coordinates the Vahan correction where needed, and then proceeds to the HSRP booking and fitment appointment so that the entire process runs through cleanly from start to finish rather than stalling at an unexpected point.

Hyderabad’s Zonal Geography and the HSRP Fitment Network

Hyderabad’s vehicle registration is split across multiple RTO offices – Hyderabad Central (TS-09), Hyderabad East (TS-10), Hyderabad West (TS-11), Hyderabad South (TS-12), Hyderabad North (TS-13), Cyberabad (TS-14), Medchal (TS-15), Rangareddy (TS-16), and several others covering the extended Hyderabad Metropolitan Region. Unlike many RTO-facing services, the HSRP fitment appointment does not need to be with a dealer in your specific registration zone – you can book any authorised fitment dealer across Hyderabad based on proximity and appointment availability. This flexibility is useful but also contributes to confusion about which dealer network is actually authorised versus roadside shops that falsely claim to fit HSRP.

Always confirm that your chosen fitment centre is listed as authorised on the HSRP booking portal itself. Fitting done outside the authorised system – even if it looks identical – does not generate a record in the Vahan database, which means your compliance cannot be verified during a traffic check or at an insurance claim stage.

Our HSRP Services in Hyderabad

Fresh HSRP for Old Vehicles

If your vehicle was registered before HSRP became mandatory and you have not yet applied, we handle the complete booking, document verification, and fitment appointment coordination for both two-wheelers and four-wheelers across Hyderabad.

Replacement HSRP for Damaged or Lost Plates

An HSRP damaged in an accident or stolen cannot be replaced at a local plate shop. We process your replacement application through the authorised channel with the FIR or damage evidence as applicable and coordinate the new fitment appointment.

HSRP With Vahan Record Correction

If your booking fails because the Vahan database holds an incorrect chassis number, mismatched owner name, or uncleared hypothecation entry, we fix the underlying record first and then proceed to the HSRP booking so the plate reflects your RC accurately.

Colour-Coded Fuel Sticker Fitment

The colour-coded fuel sticker that goes with the HSRP – blue, orange, green, or grey depending on your fuel type – is coordinated as part of the same fitment appointment so both the plate and the sticker are correctly placed in one visit.

Commercial Vehicle HSRP

Commercial vehicles, including goods carriers, buses, and app-cab fleets, have their own HSRP specification requirements and additional compliance cross-checks. We coordinate these for fleet owners across Hyderabad with bulk booking assistance where applicable.

Newly Purchased Vehicle HSRP Verification

If your dealership delayed or skipped the HSRP at the time of delivery, we verify what was or was not done and initiate the correct booking through the portal so your vehicle’s Vahan record reflects full HSRP compliance from the first day of use.

HSRP Number Plate Fee Structure in Hyderabad

HSRP Single Plate Two-wheelers and three-wheelers Rs. 250 – Rs. 400

Note: The amounts above are indicative ranges based on the fee structure prescribed under the HSRP mandate as currently applicable in Telangana. The exact amount payable is confirmed at the time of booking on the portal, since prices are periodically revised by the state and the authorised manufacturer. Payment is made online at the time of booking and no additional payment is required at the dealer for the plate itself – only the fitment charge is collected at the dealer. Always use the authorised HSRP booking portal for payment; any request for cash payment at an unauthorised location is not part of the prescribed process.

Rules and Eligibility for HSRP in Hyderabad

Mandatory Compliance Under Rule 50 of the CMVR

Rule 50 of the Central Motor Vehicle Rules, 1989, as amended, prescribes the exact specification for registration plates on all motor vehicles. An HSRP is not an optional upgrade – any number plate that does not comply with these specifications is treated as a non-compliant plate, and the vehicle is considered to be operating without a valid registration plate. In Hyderabad, this attracts a penalty under Section 192A of the Motor Vehicles Act.

Applicability to All Vehicle Categories

The HSRP requirement covers two-wheelers, three-wheelers, four-wheelers, light commercial vehicles, and heavy commercial vehicles. Tractors, trailers, and construction equipment registered under the Motor Vehicles Act are also covered under the relevant category specifications. There is no exemption based on vehicle age, engine capacity, or usage pattern for vehicles that are registered and plying on Hyderabad roads.

Vahan Record Accuracy as a Prerequisite

The HSRP booking system manufactures the plate strictly to what the Vahan database records show. If the chassis number, registration number, or owner name in the Vahan record differs from what is on the physical RC, the booking either fails or produces a plate that cannot legally be used. Correcting the Vahan record at the concerned RTO in Hyderabad is a prerequisite to a successful HSRP booking in such cases.

Authorised Fitment Only

Under the latest mandates, HSRP fitment is permitted only at dealers and fitment centres formally authorised under the contract between the Telangana government and the HSRP manufacturer. A plate fitted outside this network – even if it visually resembles an HSRP – does not generate a Vahan entry and is not treated as compliant during enforcement checks.

Snap Lock Fitment Requirement

The non-removable snap lock is a mandatory part of the HSRP specification. A plate that has been attached without engaging the snap locks does not comply with the standard. The snap lock mechanism requires specific tooling and is checked by the fitment technician at the time of installation – it cannot be self-fitted at home.

Penalty for Non-Compliance

Section 192A of the Motor Vehicles Act prescribes a fine of Rs. 5,000 for the first violation and Rs. 10,000 for subsequent violations on the same vehicle. Hyderabad Traffic Police are authorised to detain the vehicle pending HSRP compliance. The penalty is in addition to any other violation being cited at the same check.

Replacement HSRP Protocol

A lost or stolen HSRP requires an FIR from the local police station before a replacement can be booked. A damaged HSRP does not require an FIR but may require photographic evidence. In both cases, a fresh booking is placed through the authorised portal and the old plate’s record in Vahan is marked as replaced before the new plate is manufactured.

Dealer-Skipped HSRP for New Vehicles

Under the latest mandates, any dealer who sold a vehicle after April 1, 2019 without fitting an HSRP was non-compliant. However, the enforcement gap means several such vehicles are still on Hyderabad roads with ordinary plates. The vehicle owner bears the compliance responsibility from the date of purchase, regardless of the dealer’s conduct, and must apply for HSRP through the booking portal to close the gap.

No Self-Manufacture or Third-Party Plate Shops

A number plate manufactured by a roadside plate shop, even if it includes a hologram sticker pasted on top, does not constitute an HSRP. The chromium-based hologram, laser-etching, and retroreflective sheeting on an HSRP are manufactured at a centralised facility to a specific vehicle’s registration data – they cannot be replicated with off-the-shelf materials.

Why Choose Kagzikaam for HSRP in Hyderabad

Hyderabad’s multi-zone RTO structure, spread across Hyderabad Central, Cyberabad, Medchal, Rangareddy, and several other offices, means that a Vahan record problem on your vehicle can trace back to any one of these offices depending on where it was first registered – and fixing it requires knowing exactly which office holds the record and what the specific correction process at that office requires. On top of this, the HSRP booking portal pulls data live from Vahan, which means a booking placed without first verifying and cleaning the underlying record is likely to fail or produce a mismatched plate.

Kagzikaam runs the Vahan verification check first, flags any record-level issues, coordinates the correction at the relevant office if needed, and only then places the HSRP booking with the dealer location and appointment slot that works for the vehicle owner. We track the fitment appointment and confirm that the Vahan database reflects the completed HSRP record after fitment – so you get a compliance update on Whatsapp rather than having to wonder whether the Vahan entry has gone through. For fleet operators across Hyderabad, we also coordinate bulk bookings across multiple registration numbers so the entire fleet reaches compliance in a single coordinated cycle instead of individual owners managing separate queues.
