Why the Sticker Matters as Much as the Plate

Army and para-military vehicles, vehicles belonging to certain central government departments with their own registration series, and vehicles already under a scrapping certificate or a court-ordered impoundment are handled through separate processes. For all other vehicles – including vehicles brought from other states for permanent re-registration in Delhi – the HSRP application is required and the fitting has to be completed at an authorised Delhi centre. Vehicles transferred from another state where HSRP was already fitted need to check whether the plate details need to be re-issued under the new Delhi registration number before the old plate is decommissioned.

What Happens if You Delay and a Challan Has Already Been Issued

An e-challan for non-compliance with the HSRP mandate does not block the HSRP application – the application proceeds on the same track regardless of whether a challan has already been issued. However, the challan will need to be settled separately through the Parivahan e-challan portal or at the designated collection centre. Completing the HSRP fitting after a challan has been issued demonstrates compliance going forward but does not automatically waive the challan amount. The two processes – challan settlement and HSRP fitting – run on separate tracks and both need to be closed.

Rules & Eligibility

HSRP number plates in Delhi are governed by Rule 50 of the Central Motor Vehicle Rules, 1989, read with the Supreme Court’s orders in Writ Petition (Civil) No. 808 of 2008, and the corresponding Delhi government notification implementing the mandate for pre-April 2019 vehicles. The following conditions determine whether a vehicle is required to apply, what the process entails, and what can hold an application back.

Mandatory Application for Pre-April 2019 Vehicles

Any vehicle registered in Delhi before April 2019 that does not already carry an HSRP plate fitted by a manufacturer or authorised dealer is required to apply for retrofitting. This includes vehicles that have changed hands since the mandate came into force – the obligation follows the vehicle, not the original owner, so a used car bought in Delhi with the previous owner’s standard acrylic plates still needs HSRP regardless of when the current owner took possession.

Authorised Fitting Centre Requirement

The HSRP plate can only be applied and fitted by a centre authorised under the state’s HSRP vendor agreement – fitting it at an ordinary number plate shop, a mechanic, or even a dealership that is not part of the authorised network renders the plate non-compliant even if it looks identical to a genuine HSRP. The authorised centres in Delhi are listed on the Siam portal and are the only locations where the snap-lock fitting, hologram application, and system registration of the plate take place correctly.

Vehicle Must Be Present at the Fitting Centre

The physical vehicle must be brought to the authorised fitting centre on the appointed date. The fitting is done in person – the centre physically verifies the chassis number, checks the existing registration details, and only then affixes the snap-lock plates and sticker. Proxies or delivery of the plate without the vehicle being present are not part of the process.

RC Details Must Match VAHAN Records

The application is cross-verified against the VAHAN database, which means the vehicle’s registration number, chassis number, engine number, owner name, and fuel type must all be correctly and consistently recorded. Any discrepancy – an address or name change that was never updated on the RC, a fuel type that does not reflect an installed CNG kit, or an outdated hypothecation entry – will flag during the portal authentication and needs to be resolved at the RTO before the HSRP application can go through.

Fuel Sticker Colour is Determined by RC Fuel Type

The colour-coded sticker is issued strictly on the basis of the fuel type recorded on the vehicle’s RC in the VAHAN database – not on the basis of what fuel the vehicle is physically running on. If your RC records petrol but your vehicle has a CNG kit, the sticker will be issued as blue (petrol), which is a mismatch that creates its own compliance problem. Correcting the RC fuel type before the HSRP appointment is the correct sequence.

Penalty for Non-Compliance

Driving a vehicle without HSRP in Delhi can attract a challan under Section 177 of the Motor Vehicles Act (Rs. 500 for the first offence, Rs. 1,500 for subsequent offences) and potentially under Section 39 for operating a non-compliant vehicle. Delhi Traffic Police have also been issuing e-challans through camera-based detection systems for HSRP non-compliance, which means vehicles that are not on the road at the time of a naka check can still be flagged. Replacement for Lost or Stolen HSRP

If an HSRP plate is lost, stolen, or damaged, a replacement is applied for through the same Siam portal using the original booking reference or the vehicle’s registration details. A police FIR for a stolen plate is typically required before the replacement is processed. The replacement plate carries a new plate identification number and the old plate’s record is deactivated in the system.
