HSRP Number Plate in Delhi

A High Security Registration Plate, commonly called an HSRP, is not just a better-looking number plate – it is a tamper-evident, machine-readable identification system that the Supreme Court of India has mandated for all vehicles registered across the country. In Delhi, the mandate has been enforced progressively since the Supreme Court’s direction was translated into state-level notifications, and enforcement on the ground has moved from occasional to routine, with challans being issued at traffic checkpoints and e-challans being generated through camera-based enforcement systems as well.

The plate itself is made from aluminium with a snap-lock fixing mechanism that breaks and leaves a visible mark if anyone tries to remove it – making it significantly harder to switch plates between vehicles the way ordinary screw-fixed plates can be. Each HSRP carries a laser-etched permanent identification number, a hot-stamped chromium-based hologram, and a self-destructing sticker that cannot be peeled off whole. For vehicles manufactured after April 2019, the plate is fitted at the dealership itself before delivery – but the vast majority of Delhi’s vehicle fleet is older than that, and for every pre-April 2019 vehicle still running on older plates, the HSRP has to be applied for separately through the prescribed process and fitted at an authorised centre.

The colour-coded fuel sticker that sits on the windscreen is part of the same system – blue for petrol, orange for diesel, and green for CNG or electric vehicles. This sticker is not cosmetic. It is used by enforcement agencies, ANPR cameras installed across Delhi, and pollution control checkpoints to verify whether a vehicle’s fuel type matches what is registered on its RC, which matters particularly in the context of Delhi’s odd-even restrictions, the Graded Response Action Plan restrictions during high-pollution periods, and the blanket restrictions on diesel vehicles older than ten years that the Supreme Court has previously ordered.

What most Delhi vehicle owners do not realise until they are standing at a naka or have received an e-challan is that the challan is not for not having any number plate – it is specifically for not having the HSRP-compliant plate despite the mandate being in force. A vehicle that has a clearly visible registration number on a standard acrylic plate is still non-compliant under the HSRP rules, and is liable for a challan under Section 177 of the Motor Vehicles Act for the first offence and Section 39 for repeated non-compliance. The fines that Delhi Traffic Police have been issuing run into meaningful amounts, and the inconvenience of a seized RC or a court summons far outweighs the effort of getting the HSRP done proactively.

Who Needs to Apply in Delhi and Why the Volume is What it Is

Delhi has one of the largest registered vehicle fleets of any city in the country, and the bulk of that fleet – every two-wheeler, car, SUV, auto-rickshaw, tempo, and commercial vehicle registered in Delhi before April 2019 – needs a retrofitted HSRP. That is tens of millions of vehicles, and the authorised fitting centres across Delhi’s various zones are working through them in batches. This is why appointment slots fill up quickly, and why owners who keep deferring the application find themselves with limited near-date slots when they finally go online.

The application for Delhi is processed through the Siam-managed portal, which is the same portal used across most states for HSRP applications. The process requires the vehicle’s registration details, the owner’s contact information, and a choice of fitting centre location, after which an appointment slot is booked and the fee is paid. The actual fitting takes place at the chosen authorised centre on the appointed date, and the plates and sticker are affixed in the presence of the vehicle owner. No part of this process requires the owner to visit an RTO office directly – the entire mandate is enforced through the authorised fitter network, and the RTO’s role is in the backend verification of registration details.

Why the Sticker Matters as Much as the Plate

The colour-coded fuel sticker on the windscreen has its own compliance consequence separate from the plate. During pollution emergency days in Delhi, enforcement agencies use the sticker colour to identify vehicles at a glance – a diesel vehicle with an orange sticker parked in a restricted zone, a petrol vehicle without any sticker at a PUC checkpoint, or a CNG vehicle whose sticker does not match the RC’s fuel type all create enforcement problems. The sticker is issued at the time of HSRP fitting as part of the same appointment, and the fuel type is cross-verified against the RC at the fitting centre before the sticker is affixed.

This is directly relevant to Delhi vehicle owners who have had a CNG kit fitted but whose RC still shows petrol as the fuel type – because the HSRP sticker will be issued in the colour matching the fuel type on the RC, not the fuel type the vehicle is physically running on. An orange sticker on a vehicle running CNG is a problem at a checkpoint, and vice versa. If your RC fuel type is not current, the RC correction and the HSRP fitting should ideally be coordinated so both reflect the same information.

Delhi’s Zone-Wise Structure and How It Affects Your Application

Delhi’s RTO structure is split across multiple zoning offices – the vehicle may have been originally registered at any of the Delhi RTO offices, each covering a different part of the city. The HSRP application does not require you to go to your registering RTO office – the application is processed online and the fitting is done at an authorised centre. Vehicles That Are Exempt and Vehicles That Need Special Handling

Vehicles manufactured and sold after April 2019 already have HSRP fitted at the factory or dealership stage and are compliant from the date of registration. Army and para-military vehicles, vehicles belonging to certain central government departments with their own registration series, and vehicles already under a scrapping certificate or a court-ordered impoundment are handled through separate processes. For all other vehicles – including vehicles brought from other states for permanent re-registration in Delhi – the HSRP application is required and the fitting has to be completed at an authorised Delhi centre. Vehicles transferred from another state where HSRP was already fitted need to check whether the plate details need to be re-issued under the new Delhi registration number before the old plate is decommissioned.

What Happens if You Delay and a Challan Has Already Been Issued

An e-challan for non-compliance with the HSRP mandate does not block the HSRP application – the application proceeds on the same track regardless of whether a challan has already been issued. However, the challan will need to be settled separately through the Parivahan e-challan portal or at the designated collection centre. Completing the HSRP fitting after a challan has been issued demonstrates compliance going forward but does not automatically waive the challan amount. The two processes – challan settlement and HSRP fitting – run on separate tracks and both need to be closed.

Rules & Eligibility

HSRP number plates in Delhi are governed by Rule 50 of the Central Motor Vehicle Rules, 1989, read with the Supreme Court’s orders in Writ Petition (Civil) No. 808 of 2008, and the corresponding Delhi government notification implementing the mandate for pre-April 2019 vehicles. The following conditions determine whether a vehicle is required to apply, what the process entails, and what can hold an application back.

Mandatory Application for Pre-April 2019 Vehicles

Any vehicle registered in Delhi before April 2019 that does not already carry an HSRP plate fitted by a manufacturer or authorised dealer is required to apply for retrofitting. This includes vehicles that have changed hands since the mandate came into force – the obligation follows the vehicle, not the original owner, so a used car bought in Delhi with the previous owner’s standard acrylic plates still needs HSRP regardless of when the current owner took possession.

Authorised Fitting Centre Requirement

The HSRP plate can only be applied and fitted by a centre authorised under the state’s HSRP vendor agreement – fitting it at an ordinary number plate shop, a mechanic, or even a dealership that is not part of the authorised network renders the plate non-compliant even if it looks identical to a genuine HSRP. The authorised centres in Delhi are listed on the Siam portal and are the only locations where the snap-lock fitting, hologram application, and system registration of the plate take place correctly.

Vehicle Must Be Present at the Fitting Centre

The physical vehicle must be brought to the authorised fitting centre on the appointed date. The fitting is done in person – the centre physically verifies the chassis number, checks the existing registration details, and only then affixes the snap-lock plates and sticker. Proxies or delivery of the plate without the vehicle being present are not part of the process.

RC Details Must Match VAHAN Records

The application is cross-verified against the VAHAN database, which means the vehicle’s registration number, chassis number, engine number, owner name, and fuel type must all be correctly and consistently recorded. Any discrepancy – an address or name change that was never updated on the RC, a fuel type that does not reflect an installed CNG kit, or an outdated hypothecation entry – will flag during the portal authentication and needs to be resolved at the RTO before the HSRP application can go through.

Fuel Sticker Colour is Determined by RC Fuel Type

The colour-coded sticker is issued strictly on the basis of the fuel type recorded on the vehicle’s RC in the VAHAN database – not on the basis of what fuel the vehicle is physically running on. If your RC records petrol but your vehicle has a CNG kit, the sticker will be issued as blue (petrol), which is a mismatch that creates its own compliance problem. Correcting the RC fuel type before the HSRP appointment is the correct sequence.

Penalty for Non-Compliance

Driving a vehicle without HSRP in Delhi can attract a challan under Section 177 of the Motor Vehicles Act (Rs. 500 for the first offence, Rs. 1,500 for subsequent offences) and potentially under Section 39 for operating a non-compliant vehicle. Delhi Traffic Police have also been issuing e-challans through camera-based detection systems for HSRP non-compliance, which means vehicles that are not on the road at the time of a naka check can still be flagged. Completing the HSRP fitting is the only way to close this exposure.

Replacement for Lost or Stolen HSRP

If an HSRP plate is lost, stolen, or damaged, a replacement is applied for through the same Siam portal using the original booking reference or the vehicle’s registration details. A police FIR for a stolen plate is typically required before the replacement is processed. The replacement plate carries a new plate identification number and the old plate’s record is deactivated in the system.

Processing Timeline

• Standard applications with complete RC details: Appointment slots are typically available within a few days of application. The fitting itself takes 20-45 minutes at the centre.
• Cases with RC mismatch requiring RTO correction first: Additional time needed to complete the RC update before the HSRP application can be accepted on the portal.
• Replacement plates (lost or damaged): Slightly longer due to the FIR requirement and deactivation of the old plate in the system.
