It is a document that specifies, class by class, exactly which types of vehicles the holder is authorised to drive. In Delhi, the licensing authority for both new licences and additions to existing licences is the zonal RTO – specifically the one under whose jurisdiction your current address of residence falls, not necessarily the RTO that originally issued your licence. Delhi operates 13 RTO zones from DL01 to DL13, and the zonal mapping is based on pincode and locality, which means the RTO for your upgrade application may differ from the one noted on your existing licence if you have changed your address of residence since original issuance.

The answer depends on whether the new vehicle class being added is in the same category group as what you already hold. Under the Motor Vehicles Act, a Learning Licence under Form 3 is mandatory before applying to add any vehicle class where you do not already hold an equivalent class. In practice this means:
- If you hold MCWOG only and want to add MCWG – you need a fresh LL for MCWG.
- If you hold MCWG only and want to add LMV-NT – you need a fresh LL for LMV.
- If you hold LMV-NT and want to add LMV-Transport – you need a fresh LL for LMV-T, plus you must meet the minimum age requirement of 18 years for non-transport and 20 years for transport endorsement.
- If you hold LMV (non-transport) and want to add HMV – you must have held the LMV class for at least 1 year, and then apply for LL under the HMV class, wait the mandatory minimum period (typically 30 days for most states applying Central rules), and then apply for the DL addition test.

Transport vs Non-Transport Category – A Critical Distinction
In Delhi, adding a Transport category vehicle class (LMV-T, HMV, HPMV, or any goods or passenger carrying endorsement) has additional requirements that do not apply to non-transport additions. These include:
Form 1A Medical Fitness Certificate: Required for all transport category upgrades, issued by a registered medical practitioner and covering vision, hearing, blood pressure, and general physical fitness. Non-transport additions require only the standard self-declaration in Form 1, not a separate medical certificate.
Minimum Age of 20 Years: For any transport class vehicle, the applicant must be at least 20 years old at the time of application, compared to 18 years for non-transport classes.
Minimum 1 Year Holding Period for HMV: To add Heavy Motor Vehicle class, you must have held an LMV class licence – whether transport or non-transport – for a minimum of one year from the date of original issue of that class, not from the date of the licence card itself. This is commonly misread by applicants who look at the licence issue date instead of the date of addition of the LMV class.
Driving Test at RTO: All transport class additions require a fresh driving test on the actual vehicle class at the RTO’s test track. Non-transport additions typically also require a driving test unless the adding authority grants an exemption, which is rare in Delhi’s current process.
Address of Residence and Jurisdiction
Since the Sarathi portal’s current Faceless application mode routes your DL upgrade application based on the Aadhaar-linked address, your application is automatically assigned to the RTO zone covering your current residence address. If your existing Delhi licence was issued at, say, DL05 (Mayur Vihar zone) but you now live in a locality under DL11 (Saket zone), your DL upgrade application will be processed at DL11. This is a deliberate and correct outcome, but it surprises many applicants who expect to visit the same RTO as before. It also means your vehicle for the driving test must be presented at the newly assigned zone’s test track, not the old one.
Out-of-Delhi Licences and Delhi Residents
If you hold a licence originally issued by an RTO in another state – for example, a UP or Haryana licence – but are currently residing in Delhi, you cannot apply for a DL upgrade directly in Delhi until you first transfer your licence to a Delhi RTO through the standard out-of-state DL transfer process. A DL upgrade on a non-Delhi licence is not processed by Delhi RTOs. This is a separate service entirely and must be completed first.

Rules and Eligibility Criteria
Age Requirements
The minimum age for adding non-transport vehicle classes (MCWG, MCWOG, LMV-NT) is 18 years at the date of application. For any transport category class – including LMV-Transport, HMV, HPMV, or any goods/passenger endorsement – the minimum age is 20 years. These are hard statutory thresholds and there is no provision for waiver or early application.
Minimum Holding Period for HMV Addition
To add the Heavy Motor Vehicle class (or Heavy Goods Vehicle / Heavy Passenger Motor Vehicle), the applicant must have held the LMV class on their driving licence for a minimum of one year from the date on which that LMV class was first endorsed on the licence. This is not counted from the date of issue of the current licence card if the LMV class was added later. Applicants who do not meet this condition at the time of Form 9 submission will face rejection, with no refund of the application fee.
Valid Learning Licence Requirement
A Learning Licence for the new vehicle class must be in force and must have been issued at least 30 days before the date of the driving test under the DL upgrade application. The LL must be for the exact class being added – a Learning Licence for LMV cannot be used to support a test for HMV, and vice versa. The LL is valid for 6 months from date of issue; if the driving test cannot be scheduled within this window, a fresh LL must be obtained.
Driving Test at Zonal RTO
Delhi RTOs conduct the driving test for DL upgrades at the test track of the zonal RTO assigned to your application. You are required to bring a vehicle of the class being added for the test – the RTO does not supply test vehicles. The test covers figure-of-eight manoeuvring (for two-wheelers and LMV) or a defined test route (for HMV/transport class), plus a check of basic traffic rules. Failure at the test results in a re-test after 7 days, with a fresh test fee applicable each time.
Jurisdiction Assignment
The Form 9 application submitted through the Sarathi portal is auto-assigned to the RTO zone corresponding to your Aadhaar-linked address. If your Aadhaar address does not match your current residence and you have not updated it, the application will be routed to the wrong zone, causing a mismatch when you visit for the test. Update your Aadhaar address before initiating the upgrade application to avoid this.
Transport Endorsement and Badge Requirement
Adding a transport vehicle class to your licence does not automatically entitle you to drive a commercial vehicle for hire or reward in Delhi. For that, a separate PSV (Public Service Vehicle) Badge from the Delhi Transport Department is required, covering police verification, local knowledge test, and medical fitness. The DL upgrade is a prerequisite for the badge, not a substitute for it.
