An International Driving Permit, commonly referred to as an IDP, is a multilingual document issued alongside your existing Indian driving license that allows you to drive legally in foreign countries that are signatories to the United Nations Convention on Road Traffic, 1968, or the earlier Geneva Convention on Road Traffic, 1949. It does not replace your Indian DL – it works in conjunction with it. At any road check abroad, you are required to carry both the IDP and your original valid Indian driving license together. The IDP alone, without the underlying Indian DL, has no legal standing.
In India, the authority to issue an IDP is vested in the licensing authority – the same Regional Transport Office that issued your original driving license – under Rule 14 of the Central Motor Vehicle Rules, 1989. The application is made in Form 4A as prescribed under these rules. The Ministry of Road Transport and Highways has enabled online submission of Form 4A through the Sarathi Parivahan portal for states that have migrated to the system, which allows applicants to fill the form, upload documents, and pay the fee before attending for final collection or dispatch. However, the IDP itself is a physical booklet – it cannot be issued as a digital-only document – and must be collected from the licensing authority or, in some states, received by speed post.
The IDP is issued for a validity of one year from the date of issue, regardless of your travel duration, the number of countries you plan to visit, or the validity remaining on your underlying Indian DL. This one-year cap is set by the Central Motor Vehicle Rules and cannot be extended – if you need to drive abroad after it lapses, a fresh IDP application must be made. Importantly, the IDP’s validity cannot exceed the validity of your underlying Indian DL – so if your Indian DL itself is expiring in eight months, your IDP will also be valid only until that date, not for the full one year.

Some countries recognize only the 1949 Geneva Convention IDP, others have bilateral agreements that go beyond both conventions, and a few countries do not recognize foreign driving licenses in any form and require a local licence for any driving. The combined timeline for both must be factored into the travel preparation calendar well in advance, since attempting to compress both processes into the final two weeks before departure is a common source of last-minute failures.
For individuals holding a driving license issued in one state but currently residing in a different state, the Form 4A application still goes to the original issuing licensing authority, not to the RTO in the current city of residence. Rules and Eligibility
An International Driving Permit application is governed by Rule 14 of the Central Motor Vehicle Rules, 1989 and processed by the licensing authority that issued the applicant’s original Indian driving license. The following conditions determine eligibility and processing pathway.
- Valid Indian DL Mandatory: The applicant must hold a valid, unexpired Indian driving license at the time of IDP application. An IDP cannot be issued on an expired DL under any circumstances. If the DL is close to expiry, renew it before applying for the IDP.
- Original Issuing Authority Rule: Form 4A must be submitted to the licensing authority (RTO) that originally issued the applicant’s Indian DL. Filing at any other RTO, including the one nearest to the applicant’s current residence, will result in the application being turned back since the applicant’s DL records are held at the original issuing office.
- Validity of IDP – One Year: The IDP is valid for one year from the date of issue, as prescribed under Rule 14(3) of the Central Motor Vehicle Rules, 1989. This validity cannot be extended beyond one year, and it cannot exceed the remaining validity of the underlying Indian DL, whichever is shorter.
- Vehicle Categories Mirror Indian DL: The IDP covers only the vehicle categories that are endorsed on the applicant’s Indian DL at the time of issue. An LMV-only DL will produce an LMV-only IDP. Motorcycle or transport vehicle categories are included only if those endorsements exist on the DL.
- Both IDP and Indian DL Must Be Carried Together: At any road check in a foreign country, the IDP must be presented together with the original Indian driving license. The IDP has no legal standing without the DL it is issued against. Carrying only the IDP and not the original DL is not legally sufficient.
- Indian Citizen Travelling Abroad: The IDP is issued to an Indian citizen who is the holder of a valid Indian DL and who intends to drive a motor vehicle in a foreign country that recognizes IDPs issued under the UN Convention. It is not issued for driving within India.
- Destination Country Recognition Must Be Verified Separately: The IDP’s legal authority to permit driving in a foreign country depends on that country’s recognition of the Indian-issued IDP under the 1968 Vienna Convention or applicable bilateral agreement. This is the applicant’s responsibility to verify before travel – the IDP itself does not guarantee recognition in every country.
- No IDP for Learner’s Licence Holders: An IDP is issued only on the basis of a full, permanent driving license – not a learner’s licence or a provisional licence. Holders of learner’s licences are not eligible to apply.
- Fresh Application on Expiry: There is no renewal endorsement on an existing IDP. Once the one-year validity lapses, a fresh Form 4A application must be made and a new IDP booklet is issued. The expired IDP has no validity and cannot be reactivated.
- IDP Does Not Override Local Restrictions: Even with a valid IDP, the holder must comply with all local driving laws of the destination country – including minimum age requirements for specific vehicle categories, mandatory insurance, specific road restrictions, and any country-specific requirements such as an International Motor Insurance Certificate (Green Card) in European Union countries.
