Neither document originates from the RTO. The RTO acts on the basis of these documents – it does not create them. Only RVSF-Listed Facilities Can Issue the Certificates

Under the 2021 Rules, only facilities registered with MoRTH and listed on the V-SCRAP portal at vscrap.parivahan.gov.in are authorised to accept End of Life Vehicles and issue the Certificate of Deposit and Certificate of Vehicle Scrapping. Selling your vehicle to an unauthorised dismantler in Bhosari’s MIDC, Hadapsar’s industrial area, or Uruli Kanchan – however convenient or well-paying it seemed – will not produce a valid CoD. The vehicle will remain active in VAHAN under your name, the RTO deregistration will not occur, and you lose all financial incentives permanently. The RVSF is also required under the Rules to preserve the cut piece of the chassis number for six months from the CVS issue date for anti-theft and audit verification.

Hypothecated Vehicles – A Common Bottleneck in Pune
