Introduction to the Bharat (BH) Series

The Bharat Series (BH-series) registration is a landmark reform introduced by the Ministry of Road Transport and Highways (MoRTH) through notification G.S.R. 594(E). Traditionally, under Section 47 of the Motor Vehicles Act, 1988, a vehicle owner was required to re-register their vehicle if it was kept in another state for more than 12 months. This process was notoriously cumbersome, involving NOC procurement from the parent RTO, payment of road tax in the new state, and a long wait for a tax refund from the previous state. The BH series eliminates this administrative friction by providing a unified registration mark that is valid across all States and Union Territories of India.

The BH series is specifically designed for individuals whose jobs involve frequent transfers across state lines. By opting for a BH Series Registration, the vehicle is exempted from the need for a new registration mark when moving to a different jurisdiction. This is particularly beneficial in today’s dynamic economy where professionals in the defense sector, government services, and multinational corporations are frequently relocated. Unlike standard registrations where 15 years of road tax is paid upfront, the BH series follows a biennial (every two years) tax payment model, offering significant liquidity advantages to vehicle owners.

At Kagzikaam, we simplify the BH Series transition. We assist eligible applicants in navigating the Parivahan Vahan portal, ensuring that the mandatory Working Certificate (Form 60) is accurately filed and verified. As a parent category guide, this page outlines the core statutory requirements that apply nationwide. Whether you are buying a new vehicle or looking to convert an existing registration to the BH series (under recent amendments), our team ensures that your RTO application is compliant with the latest central mandates.

Legal Framework: The BH series is not open to all vehicle owners. It is a specialized category governed by Rule 47 of the Central Motor Vehicles Rules. The registration format is unique, starting with the year of registration, followed by ‘BH’, and then a four-digit number and alphabets. This format ensures that law enforcement agencies across India recognize the vehicle’s pan-India status immediately, preventing unnecessary harassment during inter-state transit.

Mandatory Documents for BH Series

The documentation for BH series is more stringent than standard registration. The RTO requires specific proof of “Transferable Job” status:

Working Certificate (Form 60) Mandatory for private sector employees. Must state that the company has offices in 4 or more states/UTs.
Official ID Card / Service Cert For Government, Defense, or PSU employees, a valid copy of the official identity card is required.
Aadhaar Card (Linked) Used for e-KYC on the Parivahan portal. The address should preferably align with the place of current posting.
PAN Card Required for financial verification and the calculation of the 2-year road tax slab.
Vehicle Invoice The invoice must show the GST breakdown (Central & State) and the base price for accurate tax assessment.
Insurance (BH Category) The insurance policy must reflect the intent to register under the BH Series to ensure coverage validity.

Note for Private Employees: The Working Certificate is the most scrutinized document. It must be signed by an authorized signatory of the company and must include the GST numbers of the company’s offices in at least four different states.

Rules, Eligibility & Tax Structure

Eligibility for BH series is strictly regulated to prevent misuse of the tax benefits. The MoRTH has defined the following criteria and tax slabs:

Eligibility Category Statutory Requirement
Defense Personnel All officers and personnel of the Indian Army, Navy, and Air Force.
Govt/PSU Employees Employees of Central Govt, State Govt, and their respective Public Sector Undertakings.
Private Sector Employees of companies having offices in 4 or more States or Union Territories.
Tax Slab (<10 Lakh) 8% of the invoice value (payable in biennial installments).
Tax Slab (10-20 Lakh) 10% of the invoice value (payable in biennial installments).
Tax Slab (>20 Lakh) 12% of the invoice value (payable in biennial installments).

The Tax Advantage: In a standard registration, you pay 15 years of tax at once. In the BH Series, you pay tax for 2 years initially, then for every 2nd year until the 14th year. From the 15th year onwards, the tax is paid annually and the amount is halved. This significantly reduces the initial acquisition cost of the vehicle. Furthermore, Diesel vehicles attract a 2% extra charge, while Electric Vehicles (EVs) enjoy a 2% discount on these slabs.

Frequently Asked Questions

Can I convert my existing car to the BH series?

Yes, as per the latest MoRTH amendments, existing vehicles can be converted to the BH series if the owner meets the eligibility criteria (Defense, Govt, or 4+ state private employee) and pays the required pro-rata tax.

What happens if I leave my job and join a non-eligible company?

If you no longer meet the eligibility criteria, the vehicle registration remains valid until the current 2-year tax period expires. Upon expiry, you may be required to convert the vehicle to a standard state-coded registration by paying the remaining lifetime tax to the jurisdictional RTO.

How is BH Series tax calculated for used vehicles?

For vehicles being converted or bought in the secondary market, the tax is calculated based on the original invoice value, but a depreciation factor is applied based on the age of the vehicle as per the MoRTH guidelines.

Is BH series available for commercial vehicles?

No. Currently, the Bharat Series is only available for non-transport (private) vehicles. Commercial vehicles must follow the standard permit and registration protocols under Section 66 of the Motor Vehicles Act.

Do I need a new BH number when I move to a new state?

No. That is the primary benefit of the BH Series. Your registration mark remains the same regardless of which state you reside in. You only need to update your address on the Parivahan portal.
