In the regulatory framework of Indian transport, a Fitness Certificate (CF) is not merely a technical report; it is a statutory requirement under Section 56 of the Motor Vehicles Act, 1988. The law mandates that no transport vehicle (commercial vehicle) shall be deemed to be validly registered unless it carries a certificate of fitness issued by the jurisdictional RTO or an authorized testing station. For private vehicles, this requirement is integrated into the Registration Renewal process after the initial 15-year period.

The primary objective of the fitness certification is to ensure road safety and environmental compliance. A vehicle that is not mechanically sound or fails to meet emission standards is a liability to the owner and a hazard to the public. According to the latest MoRTH mandates, the absence of a valid Fitness Certificate automatically invalidates the vehicle’s Registration Certificate (RC), which in turn renders the insurance policy void. Statutory Compliance: Under Rule 62 of the CMVR, transport vehicles are required to undergo fitness tests every two years for the first eight years, and annually thereafter. For private vehicles, the fitness is renewed every five years after the completion of the first 15 years.
